Ministerial Portfolio (2006-2011)

Honorable Guy E. Joseph was Minister for Communications, Works, Transport and Public Utilities in the United Workers Party led government of 2006 – 2011.

Under the Communications & Works portfolio, a primary responsibility was for the construction, upkeep and repair of the island-wide road network. Given the intensive use of this network, the Minister was frequently placed in the public eye, when attending to the needs of the populace.

The Transport portfolio was designed to oversee matters relating to vehicle registration and licensing, including management of the providers of public transportation to the public, mainly local bus minibus operators.

The Public Utilities portfolio regulated among others, the activities of both public and private entities such as the Water & Sewerage Company Ltd., The Saint Lucia Electricity Services Ltd., and telecommunications providers, being primarily FLOW and Digicel.

Ministerial Portfolio (2016-Present)

Honorable Guy E. Joseph is Minister for Economic Development, Housing, Urban Renewal, Transport and Civil Aviation.

The Economic Development portfolio is wide ranging, and places the Minister in a key role which straddles the activities of many other government Ministries and departments. This portfolio is a key resource point for many initiatives responsible for facilitating economic development whether directly or indirectly.

Housing is responsible for increasing, maintaining and or improving the public housing stock and facilitating the development of private housing initiatives. A key agency of this department is the National Housing Corporation.

The Urban Renewal portfolio is primarily responsible for the maintenance of public spaces in urban locations, as well as engendering the development of new spaces for the enjoyment of the public.

The Transport division oversees the registration and licensing, including management of the providers of public transportation to the public, mainly local bus minibus operators.

Civil Aviation overseas the activities of all aviation providers in the Saint Lucia airspace. The department also makes representation on behalf of Saint Lucia to regional and international aviation bodies.
